EUDR for cattle, beef and leather products

How EUDR treats cattle differently: geolocation of establishments rather than plots, birth-to-slaughter coverage, leather and hide scope, and what importers must file in TRACES.

Cattle is the EUDR commodity with its own physics. Crops stay on their plot; cattle move. The regulation answers this with a rule unique to the commodity: instead of crop plots, you geolocate the establishments where the animals were kept - every one of them, from birth to slaughter. That single difference reshapes compliance for beef and leather importers ahead of 30 December 2026, or 30 June 2027 for micro and small enterprises.

Scope: the animal and what remains of it

  • 0102 - live cattle
  • 0201 / 0202 - beef, fresh, chilled or frozen
  • 0206 - edible offal of bovine animals
  • 1602.50 - prepared or preserved beef
  • 4101 - raw hides and skins of bovine animals
  • 4104 / 4107 - tanned and finished bovine leather

Leather is where scope reaches industries far from agriculture: a furniture brand importing finished bovine leather, a fashion house bringing in tanned hides, an automotive supplier with leather trim components. Note the boundaries: dairy is not in scope, and neither are finished leather goods themselves (a handbag under HS 4202) - but the leather imported to make that handbag in the EU is. Products from cattle raised outside the EU and slaughtered inside it follow the establishments where the animals lived.

Establishments, not plots

For every consignment you must be able to name the geolocation of each establishment - farm of birth, rearing farms, feedlot, and the slaughterhouse - with the coordinates rules of the regulation (six decimal places, WGS84; the geolocation guide covers formats). A point per establishment suffices; you are locating facilities, not drawing pasture boundaries. The deforestation question then attaches to those locations: was the land on which the establishment operates, and the pasture converted for it, cleared after 31 December 2020?

The hard part is lifecycle completeness. Cattle chains launder origin through intermediaries: an animal born on a recently deforested ranch can pass through two "clean" fattening farms before slaughter. EUDR closes that route by requiring all establishments across the animal's life. Countries with functioning cattle identification systems (the EU's own bovine passports, Brazil's GTA movement records, Uruguay's full electronic traceability) can produce this; your supplier's ability to hand you the establishment list per lot is the single best predictor of whether they can serve the EU market at all.

Screening ranch landscapes

Cattle is the largest single driver of tropical deforestation, dominated by pasture expansion in the Amazon, Cerrado and Gran Chaco. Screening an establishment compares post-2020 tree-cover loss and alerts around the declared coordinates using converging datasets (the open WHISP methodology applies here too). Verdicts are directional rather than surgical when only a point is provided - one reason serious suppliers increasingly share farm boundary polygons voluntarily, which tightens the analysis and strengthens your risk assessment. Where evidence conflicts, movement records and on-ground documentation resolve it; keep both in the five-year file.

Who files in a beef or leather chain

  • Importing beef or hides from outside the EU: operator; full due diligence and a DDS with the establishment geolocation set.
  • EU farmer placing cattle on the market: covered as domestic production; establishment data comes from the national herd register.
  • Tannery in the EU buying imported raw hides: the hide importer filed; you reference their DDS numbers downstream - see the DDS field guide for how referencing works.
  • Exporting leather from the EU: DDS required at export as well.

The leather chain's special problem: hides change hands

Leather compliance is harder than beef compliance for a structural reason: hides are a by-product that leaves the meat chain early and passes through hide traders, wet-blue tanneries and finishers - often in different countries - before reaching an EU importer. Each transfer is a chance for establishment data to be dropped. The practical countermeasure is to anchor your purchasing at the point where the data still exists: buy against slaughterhouse lots with the establishment list attached, and require that the list travels on every subsequent invoice. A finisher who cannot tell you which slaughter lots fed a leather batch cannot serve the EU market after the deadline, whatever the leather's quality. For automotive and furniture buyers, this is a supplier-qualification criterion to add now, one sourcing cycle before it becomes a customs criterion.

Country risk for cattle origins

Brazil - the world's largest beef exporter - sits in the standard tier of the country benchmark, as do the other major South American origins; EU domestic cattle is low-risk with simplified due diligence. For standard-risk sourcing, expect authorities to focus on exactly the lifecycle gap: consignments whose establishment lists start suspiciously late in the animal's life.

Priorities for cattle-product importers

  1. Classify your imports: beef, offal, raw hides, tanned leather - each is in scope; finished leather goods are not.
  2. Require birth-to-slaughter establishment lists with coordinates per lot in supplier contracts.
  3. Screen establishments on receipt; treat missing early-life records as a red flag, not a paperwork gap.
  4. File the DDS in TRACES, quote the reference numbers at customs, retain the evidence per the five-year retention rules.

Contrast this model with the plot-based commodities: soy (whose feed exemption means soy-fed EU cattle carry no soy obligation), coffee and cocoa.
