Role sets the work, size sets the clock
Role The operator that first places the product on the EU market or exports it files the DDS. Since Regulation (EU) 2025/2650, downstream operators and traders keep the upstream reference and verification numbers instead of filing again.
Size 30 December 2026 applies to large and medium operators plus EUTR-covered micro and small timber operators; 30 June 2027 applies to other micro and small operators.
Commodity Cattle geolocates establishments and must address feed; wood keeps the earlier EUTR date at any size. The deforestation-free cutoff is 31 December 2020 for all seven commodities.

How EUDR duties are assigned
The role answers what you must do. Size answers when. The commodity fills in the exceptions.
Only the operator files a statement
The business that first places an in-scope product on the EU market, imports it, or exports it is the operator and files the due diligence statement in TRACES. It also does the geolocation, screening, risk assessment and mitigation behind that statement.
Downstream operators and traders keep the paper trail
Since the 2025 simplification, a downstream operator or trader does not file another DDS for goods already placed on the market. Instead it collects and keeps the upstream reference and verification numbers and the identities of who it bought from and sold to, for five years. A company that is not an SME also registers in the information system.
Most companies wear more than one hat
A single business can be an operator for a side import and a downstream operator for its main supply. EUDR duties attach to each product flow, so classify each flow on its own facts rather than labelling the whole company once.
Cattle and timber carry special cases
Cattle geolocation points at the establishments where the animals were kept and the operator must address relevant feed. Timber and wood products already covered by the EU Timber Regulation apply from 30 December 2026 at any size, so small timber operators do not get the later micro and small date.

Do downstream operators and traders have to file a DDS? +
No. After the 2025 simplification (Regulation (EU) 2025/2650), only the operator that first places the goods on the EU market, or exports them, files a due diligence statement. Downstream operators and traders collect and keep the upstream reference and verification numbers, and keep supplier and customer identities for five years. Non-SME downstream operators and traders also register in the information system.
Am I an operator or a downstream operator? +
You are the operator for a given flow if you are the first business to place the in-scope product on the EU market, if you import it from outside the EU, or if you export it. If the product was already placed on the EU market and you transform, incorporate or resell it, you are generally a downstream operator or a trader for that flow.
Can one company be several roles at once? +
Yes, and most are. A business can be a downstream operator for its main supply and an operator for a side import that nobody flagged. EUDR duties attach to each product flow, so check every flow separately rather than assigning your whole company one label.
How is my company size measured? +
Size follows the Accounting Directive (2013/34/EU) thresholds, measured for the whole company or group over two consecutive financial years. You count as micro or small if you stay within at least two of the three small-enterprise limits. Size sets your deadline; it does not change the deforestation-free cutoff, which is 31 December 2020 for everyone.
