The regulation
What the EU Deforestation Regulation requires
Regulation (EU) 2023/1115, the EU Deforestation Regulation, requires that in-scope commodities and the products made from them are deforestation-free, were produced in accordance with the legislation of the country of production, and are covered by a due diligence statement before they are placed on, or exported from, the EU market.
In scope
Seven commodities
Cattle, cocoa, coffee, oil palm, rubber, soya and wood, plus the derived products listed in Annex I.
Cutoff date
31 December 2020
Nothing may come from land deforested or degraded after this date. It applies to everyone, whatever your size.
Application dates
30 December 2026
When most operators and traders must comply. Micro and small operators established by 31 December 2024 have until 30 June 2027; medium companies do not.
Penalties
4% of EU turnover
The maximum fine must reach at least 4% of Union-wide annual turnover, with confiscation of the goods and possible exclusion from public procurement.

How we screen

Screening uses the convergence-of-evidence approach of WHISP, the open methodology from FAO's Forest Data Partnership, with indicators drawn from global forest-cover datasets including the EC JRC layers. No single dataset condemns a plot; agreement across independent sources does. Every check asks the same question the regulation asks: is there deforestation after 31 December 2020 inside this exact geometry?
When an authority asks why you concluded negligible risk, the answer is a table, not a shrug.
- Low risk No dataset shows post-cutoff deforestation. Solid ground for a statement.
- High risk At least one dataset shows loss after the cutoff, and we name it. A signal to act on, not a ban.

Asked before every first filing
Am I even in scope? +
If your company places cattle, cocoa, coffee, palm oil, rubber, soy or wood products, or goods derived from them, such as chocolate, leather, tyres, furniture or paper, on the EU market, or exports them from it, you are in scope of Regulation (EU) 2023/1115. Operators file due diligence statements; traders keep records of the statements upstream. Size changes your deadline and some obligations, not whether you are in scope. Which deadline applies to my company? +
Large and medium operators must comply from 30 December 2026. Micro and small enterprises, as defined in the EU Accounting Directive 2013/34/EU by balance sheet, turnover and headcount, get until 30 June 2027. If you are near a threshold, check the definition properly: the difference is six months of runway.
What is a due diligence statement (DDS)? +
A structured declaration filed in the EU TRACES system before goods are placed on the market: who you are, the product and HS code, quantities, country of production, and the geolocation of every plot the goods come from, plus your confirmation that due diligence found no more than negligible risk. TRACES returns a reference number and verification number, which are quoted in the customs declaration.
My supplier only sent a pin, not a polygon. Is that enough? +
Plots of 4 hectares or less can be declared with a single point (six decimal places, WGS84). Anything larger needs a polygon. Cattle is the exception: you geolocate the establishments where the animals were kept, not crop plots. plotvera validates this rule on upload and tells you which plots still need polygons.
Do you actually submit to TRACES, or just generate a file? +
Today plotvera generates your due diligence statement in the exact structure TRACES expects, together with the validated geolocation data, so submitting it in the official TRACES portal takes minutes; TRACES then returns the reference and verification numbers you quote at customs. Direct API submission is built and in testing against the official TRACES acceptance environment. We will switch it on when it is verified end to end, and we will not advertise it a day earlier.
What does the deforestation screening actually check? +
Each plot is compared against multiple independent satellite datasets, covering tree cover and loss year, tropical moist forest transitions, 2020 land-cover baselines, and near-real-time deforestation alerts, using the convergence-of-evidence approach of the open WHISP methodology. The question is always the same: is there evidence of deforestation after 31 December 2020 inside this geometry?
What happens when a plot flags high risk or more info needed? +
You see which plot, which dataset and which years triggered the verdict. High risk is not a ban: you can request better geometry from the supplier, gather counter-evidence, or exclude the plot from the consignment. More info needed usually means the sources disagree or the geometry is too coarse to judge. plotvera will not generate a DDS over a red plot: a statement you cannot defend is worse than a late one.
What are the penalties for getting EUDR wrong? +
Member states set the exact sanctions, but the regulation requires that maximum fines reach at least 4% of a company’s EU-wide annual turnover, and provides for confiscation of the products and the revenues from them, plus temporary exclusion from public procurement and public funding. Non-compliant consignments can be refused at the border. That is the factual downside, stated once; the practical answer is a defensible due diligence file.
Is €25 per DDS all-in? +
Yes. One statement includes geometry validation for every plot in the consignment, satellite screening with per-plot verdicts, the generated due-diligence doc pack, and the DDS itself in TRACES-ready form. One DDS can cover many plots, and most SME consignments fit a single statement. Prices exclude VAT. If you file often, €99 per month makes screening and DDS generation unlimited. What happens to my data if plotvera shuts down? +
You can take your data out at any time: plot geometries are stored as plain GeoJSON and every generated document downloads as a normal file, so nothing is locked in a proprietary format. EUDR requires you to keep due diligence records for 5 years, so whichever vendor you use, keep a local copy of each statement’s pack; plotvera makes that a download, not a support ticket. Hosting is in the EU and processing is GDPR-compliant.
