Wood HS codes for EUDR
The HS codes for wood span 4401 to 4421, Chapter 47 for wood pulp, Chapter 48 for paper and paperboard, 9401 and 9403 for wooden seats and furniture, and 9406 for prefabricated wooden buildings. EUDR scope includes these derived products, subject to listed exclusions for packaging and recycled material.

Compliance context
What EUDR requires for wood
Operators placing an in-scope wood product on the EU market, or exporting it, must trace its production locations and assess whether it is deforestation-free against the 31 December 2020 cutoff. For production plots, a point is sufficient at 4 hectares or less, while a polygon is required above 4 hectares; cattle instead requires the locations of every establishment from birth to slaughter. You submit the due diligence statement in TRACES before the relevant product is placed on the market or exported. The rules first apply on 30 December 2026 for large and medium enterprises, and on 30 June 2027 for micro and small enterprises. Scope edges to watch
- Packaging used only to support, protect or carry another product is outside scope.
- The same packaging sold as a product in its own right can be in scope.
- Products made entirely from end-of-life recycled material are exempt, but virgin material in a blend is not.
- Broad chapter references still require a check at the exact subheading level.
