Natural rubber HS codes for EUDR
The main HS codes for natural rubber are 4001, 4005 to 4008, 4011 to 4013, and 4015 to 4017. They cover primary natural rubber, compounded and intermediate forms, tyres, inner tubes, apparel and vulcanised rubber articles. EUDR scope applies where these listed products contain natural rubber, not purely synthetic rubber.

Compliance context
What EUDR requires for natural rubber
Operators placing an in-scope natural rubber product on the EU market, or exporting it, must trace its production locations and assess whether it is deforestation-free against the 31 December 2020 cutoff. For production plots, a point is sufficient at 4 hectares or less, while a polygon is required above 4 hectares; cattle instead requires the locations of every establishment from birth to slaughter. You submit the due diligence statement in TRACES before the relevant product is placed on the market or exported. The rules first apply on 30 December 2026 for large and medium enterprises, and on 30 June 2027 for micro and small enterprises. Scope edges to watch
- Purely synthetic rubber products are outside scope.
- A listed product containing natural rubber can be in scope even when natural rubber is only one fraction.
- Products made from waste rubber that has completed its lifecycle are exempt.
