Cocoa HS codes for EUDR
The HS codes for cocoa are 1801 to 1806. They cover cocoa beans, shells and waste, paste, butter, fat, oil, unsweetened powder, chocolate and other food preparations containing cocoa. All six headings are listed in EUDR Annex I, so scope extends from raw beans to finished chocolate products.

What EUDR requires for cocoa
Operators placing an in-scope cocoa product on the EU market, or exporting it, must trace its production locations and assess whether it is deforestation-free against the 31 December 2020 cutoff. For production plots, a point is sufficient at 4 hectares or less, while a polygon is required above 4 hectares; cattle instead requires the locations of every establishment from birth to slaughter. You submit the due diligence statement in TRACES before the relevant product is placed on the market or exported. The rules first apply on 30 December 2026 for large and medium enterprises, and on 30 June 2027 for micro and small enterprises. Scope edges to watch
- HS 1806 brings finished chocolate and cocoa-containing confectionery into scope.
- Imported finished chocolate remains in scope even when the importer never handles raw beans.
- The plot set must cover the physical cocoa supply behind blended products.
